Can you own a duck if live in Port Saint Lucie Florida?

According the the City of Port Saint Lucie Municipal Code, ducks are not allowed in residential areas. Specifically, Chapter 13, Article VI states that "It shall be unlawful for any person to keep or maintain any livestock or fowl (e.g., chickens, ducks, geese, turkeys, pigeons) within the City limits, except for those persons who are engaged in the business of breeding, raising, or selling such animals".
