Some cat toilet seats have removable rings that you can fill with litter. You start out with a seat full of litter, transition to a ring of litter with a hole in the middle and continue increasing the size of the hole until your cat is going directly into the toilet water without using any litter.
The CatSeat

One kind of cat toilet seat, called the CatSeat, has rough-textured shelves (replicating the feel of litter) for your cat to stand on so that she won't fall into the toilet. The shelves retract at the push of a button so that you aren't sitting on the same place as your cat when you go to the bathroom. This type mounts permanently onto the toilet.

Training Tips

Use a flushable cat litter during training, and tape the toilet lid up so that your friends or family don't leave it down. Give your cat plenty of cat treats as a reward for using the toilet.
Preventing Accidents

Don't leave a bath mat or towel on the bathroom floor, or your cat will be tempted to go there rather than the toilet.
