Just type "Turkish Van Kittens" into a search engine such as Google and you'll find them. Write a few breeders about their kittens to find out how much they charge for a kitten. Breeding-quality kittens will be higher priced than pet-quality kittens. Compare your results and keep an eye out for the one kitten you just can't live without.
Once you have picked out your kitten and come to an agreement about the price with the breeder, you will have to either go to the breeder and pick up the kitten or have him shipped to you. Some breeders are used to shipping and know how to do it. It will cost extra to have a kitten shipped safely. If you don't like the idea of having your new baby shipped, you may want to stick to looking for breeders in or around your area so that you can drive to the breeder's house.
