Can cats and dogs eat chicken bones?

No.

Chicken bones can splinter and cause serious damage to both cats and dogs' digestive systems, including choking, lacerations, intestinal blockages, internal bleeding, septicemia and even death.

All poultry or game bird bones, cooked or raw, are dangerous: the bigger the bone, the greater the chances for serious and fatal problems.

If your kitten or puppy has any suspicion of ingesting a bone please try and obtain it from them and check in their mouth (be careful you could be bitten). Otherwise you need to try and take them straight to the vets. This could end up with emergency life saving or potentially life debilitating surgery which you could avoid altogether.
