Preheat your oven to 350 degrees F. Combine 3 cups whole wheat flour, 2 cups soy flour, 1 cup wheat germ, 1 cup cornmeal and 1/2 cup brewer's yeast in a bowl and mix it. Add 5 tbsp. vegetable oil, 1 tbsp. cod liver oil, 2 cups water and a 15-oz. can of mackerel to the dry ingredients and stir them together to form a dough.
Knead the dough and then roll it out into a thin layer approximately a quarter-inch thick. Use a knife or pizza cutter to slice the thin layer into quarter-inch squares and spread them on a greased cookie sheet. Place the sheet in the oven and bake for 25 minutes. Allow the kibble to cool and store it in an airtight container in the refrigerator until you are ready to use it.
