Choose the Meat

Cut the meat of your choice into 1/2 inch to 1 inch long strips that are 1/4 inch thick. You can use almost any meat--chicken, turkey or beef. Liver also works exceptionally well. Place the meat strips onto a rack of any food dehydrator so they aren't touching. Dehydrate 4 to 6 hours.
Dry the Meat

After about 5 hours, check that the meat is sufficiently dehydrated. If it is, it will not let out any moisture when you gently squeeze it. If there is moisture, place back in dehydrator in short intervals until done dehydrating.
Add to Your Meat

Create a mixture to put your dehydrated meat in. While there is some room in the recipe to account for your dog's taste, the general recipe is 1/3 cup meat added to a mixture that is 2 cups of whole wheat flour, 1/3 cup of water, 1/4 cup butter and 1 large egg.
Cook the Dog Food

Once all of the dehydrated meat has been added to the dog food mixture, stir everything until blended, then pour the mix into a greased baking pan. Place it into a 350 degree F oven and bake for approximately 20 to 25 minutes. Remove the dog food from the oven and let it cool completely.
Store the Dog Food

Break up the mixture into pieces and ensure the dog food stays fresh by placing it into an airtight container. As long as it is kept at room temperature the dog food will easily last until your dog is able to eat all of it.
Tips

Do not be afraid to experiment with different meats. Liver is a good choice, as it venison, duck, or chicken gizzards. Your dog may prefer one over another. Do not use seasoning on the meat that you are dehydrating for your dog treats, as dogs do not need added seasonings.
