      Soak up the puddled urine from the cement. Use old rags to remove as much of the urine as possible. Blot the urine spot while soaking up the urine so you do not spread the urine further.

      Fill a bucket with equal parts white vinegar and warm water. Stir the ingredients with a spoon to combine.

      Scrub the cement surface with the vinegar and water solution using a stiff scrub brush. Rinse the brush in the bucket of cleaning solution frequently while cleaning.

      Saturate the spot with an enzyme-based cleaner after the surface has dried from the vinegar cleaning. You can purchase enzyme-based cleaners from most grocery stores or pet supply stores.

      Cover the urine spot with a tarp or plastic sheeting. Secure it to the concrete with duct tape or heavy weights. Allow the enzyme cleaner to remain covered on the cement overnight.

      Remove the tarp the next day. Make a paste of 3 parts baking soda and 1 part vinegar in a bowl.

      Spread the paste onto the urine-stained cement with a rag. Let it sit on the cement for several hours until it has dried completely.
