Visit your local animal shelter. Animals without homes are often found and brought to the shelter, or left by owners who can no longer care for them. Ask an attendant if a curly haired Cocker Spaniel is being housed. If so, you can adopt the dog for free, or for a small fee which will cover a health check up.
Look in the "Classifieds" section of your local newspaper. People with dogs for sale, or up for adoption, will quite often place ads in the paper. Call the contact number if you find an appropriate ad, and set up a meeting to see the dog.
Contact a local Cocker Spaniel breeder, the information for which can be found on the "American Spaniel Club" website, listed in the "Resources" section. Visit them in person to select a dog and verify that breeding conditions and living quarters are humane. You should also be able to see the dog's parents to get an idea of what the dogs for sale will look like in the future.
