Many breeds of terriers do not exceed 45 pounds. The soft coated Wheaten terrier rarely exceeds 40 pounds and has a thick fur coat that results in necessary maintenance but little shedding. The Staffordshire bull terrier maxes out around 40 pounds and has a lot of energy. To make sure they are good pets that hold back aggression, they must be thoroughly trained. Tibetan terriers are usually less than 30 pounds, have a playful temperament and possess a long coat.
Pugs

Pugs usually weigh between 10 and 20 pounds if healthy, though they have strong appetites and can become overweight if not fed strictly. Pugs have flat, black noses and come in light and dark colors. They get along well with children and adults and have short hair that does not need to be trimmed but does frequently shed. Pugs are of moderate intelligence and are intended more as a friend than a guard dog.
Beagles

Beagles usually weigh between 20 and 30 pounds and have floppy ears that hang down. Since they have short hair, beagles do not need to be groomed very often. Their identifying colors are usually a combination of white, brown and black. To keep beagles from getting out of shape, make sure to take them on frequent walks and play with them. Beagles get along with everyone and tend to have a fun-loving attitude.

Cocker spaniels feature a feathery, medium-length coat that needs to be groomed on a regular basis. Cocker spaniels usually weigh somewhere around 25 pounds and never get within range of 45 pounds. These dogs are very playful and friendly, but they can become overweight without enough exercise. Cocker spaniels are usually about 15 inches tall and have long ears with curly hair covering them.
