According to the Florida Department of Business and Professional Regulation, any person who engages in the business of dog grooming for compensation must obtain a license from the board. Dog grooming is defined as "any act of trimming, cutting, styling, or otherwise altering the coat of a dog, including bathing and brushing, for compensation." Therefore, it is illegal to groom dogs at home without a license in the state of Florida.
