- Plastic parachute buckle or clip-style buckle
- Grosgrain ribbon
- Embellishments (buttons, sequins, plastic gems)
- Candle
- Matches
- Hot glue gun

Instructions
Measure your dog's neck with the measuring tape. Cut the nylon webbing 6 inches longer than your dog's neck measurements. Cut the grosgrain ribbon 7 inches longer than the neck measurements.
Use a lit candle to heat seal the edges of the nylon webbing. Bring one edge of the nylon webbing close to the flame but do not put it in the flame. The edge will melt and prevent fraying. Repeat with the other edge.
Glue the grosgrain ribbon to the nylon webbing with a hot glue gun. Leave a ½ inch overlap on either side. Fold the remaining grosgrain ribbon over each of the heat-sealed edges and glue onto the back.
Open the parachute buckle. Take the "key" portion of the buckle and pull the right side of the glued pieces through the opening. Loop back in the reverse direction and pull through 3 inches of the glued pieces. Glue down to the back.
Put the "D" ring on the collar and push it toward the middle. Thread the left side of the glued pieces through the "lock" portion of the buckle. Loop back in the reverse direction and pull through 3 inches of the glued pieces.
Fit the collar on your dog to make sure it is the perfect size before gluing down the left side. You should be able to fit two fingers underneath it. If the measurement is perfect, glue down the 3-inch portion to the back. If it needs to be adjusted to better fit your dog, pull as many inches of the glued pieces through the "lock" portion as necessary. Then glue to the back.
Glue embellishments into place.
