      Soak the concrete area with white vinegar. This is an acid that neutralizes the smell of urine, which is a base. Allow this to soak for a few minutes to penetrate the concrete if it is not sealed.

      Sop up the vinegar and urine with towels. You do not need it dry. You just want to remove as much excess liquid as possible.

      Apply bleach to the area. (If you are concerned about discoloration, you can use a detergent. But pets don't like the smell of bleach, which reduces the likelihood of re-marking in the event you are not able to get all of the odors out.) Scrub the area with the brush.
