Water a patch of your lawn with a hose and place your dog's food bowl on it. Feeding your dog on wet grass allows it to associate the wet grass with something pleasant, and it will have less problems relieving itself when it is damp.
Play with your dog using water. Use the hose to lightly sprinkle your dog with water when you are having fun. This desensitizes your dog to the water.
Go for walks in the rain a little later than you usually would. If the dog urgently needs to relieve itself, it will be less fussy about the rain.
Praise your dog when it relieves itself in the rain and give it a treat. Keep the treat hidden until the dog relieves itself and then present the treat immediately. Do not wait until getting home, as the dog will forget what the treat is for.
