Bacteria and germs from feces cause illness while the kitty litter causes blockages in the digestive system. The potential dangers and your dog's eagerness are so great that blocking the dog with physical barriers provides the best means to alleviate the problem.

      Move the cat box to a location your dog does not frequent. This can be a closed-off room or a hard-to-reach location that your cat can easily access. Common examples include elevated locations, tight spots between large pieces of furniture and garages.

      Cut a hole on the bottom of a large plastic storage container with box cutters. The hole must be large enough for your cat to fit through.

      Flip the container up-side-down and place over the cat box. The container acts as a barrier that only the cat can enter via the hole you cut. Your dog cannot reach the kitty litter if you cut the hole just large enough to fit your cat.

      Give a correction when your dog attempts to access the cat box. The allure of the kitty litter provides enough incentive for your dog to try again, but continued correction may reduce the number of attempts.
