Select a room to house train your Maltese puppy. Don't give the puppy full run of the house unsupervised until the puppy is using the pads reliably. The kitchen is good place to start, because it has a tile or linoleum floor that makes it easy to clean up messes.
Lay scented puppy pads in your chosen location. Pick a spot that is out of the way, but is easy for the puppy to get to. Don't place the pad close to the food bowl. Dogs don't like going to the bathroom next to where they eat.
Watch the puppy's behavior. Most puppies will start to sniff the floor and circle when they have to use the bathroom. When this happens, pick up the puppy and place it on the puppy training pad.
Praise the puppy when it goes to the bathroom on the pad. If you catch your puppy going to the bathroom in an inappropriate spot, scold the puppy and carry it to the pad.
Move the location of the pad gradually if you want to train the puppy to go outdoors. Move the pad a few inches closer to the nearest door every day, until the puppy associates the door with going to the bathroom. Then move the pad outside.
