It's normal for a puppy to be rambunctious, and biting and chewing the other dogs' legs are ways of getting attention. After all, the puppy is way down there and the other dogs are way up there. So, the way a puppy gets the dogs' attention is by biting their legs.

When the puppy tries to bite the other dogs' legs, make an "uhuhuh" noise and show the puppy a toy, food ball, or bone stuffed with treats.
When the puppy comes over for the toy or treats, praise the puppy and give the puppy the toy or bone. (You may have to give treats to all the dogs).
If the puppy if bothering the other dogs, show the dogs that they can jump over the barrier by leading their nose over the barrier with a treat. Praise them when they hop over.
