Variable Shock

Most dog fences can be set to deliver a very low level of shock should the dog attempt to cross its boundary. This lowest level should be enough to deter most 5-pound dogs, but some with stronger pain thresholds might need a slightly higher setting.
Receiver Settings

Most receivers can be set simply to vibrate rather than deliver an electric shock. For many toy dogs, a vibrating collar is enough to distract it and stop its forward motion.
Transmitter Range

Most transmitters can be set to create a field from only a few inches away from the underground wire to up to five to six feet from it. With tiny dogs, a wide field is more effective as its collar will vibrate continuously for several seconds before it gets close enough for an electric shock to be delivered.
Audible Beeps

Some receiver collars can be set to make an audible beep rather than vibrate, and some toy dogs respond more effectively to the sound than the vibrations of the receiver.
Toy Dog Invisible Fencing

Some companies, such as PetSafe, make invisible fences specifically for tiny dogs. The main advantage of this is that the collar and receiver are considerably smaller that those that come with standard invisible fences. Therefore, they tend to fit the animal without any modifications.
