What Should I Do if My Neighbor Is Neglecting Their Dog?

For many people, a dog is their best friend. Unfortunately though, this isn't the case with everyone. Some people not only take their dogs for granted, but treat them cruelly and unfairly. Animal cruelty and neglect is a fact of life in our world, but if you suspect that this is taking place in your neighborhood, you don't have to stand idly by.
  1. Decide if Abuse is Present

    • It is important to be sure that you have a strong suspicion of abuse before you report it. For instance, hearing a dog cry out once is not a strong enough indicator. Accidents happen, such as a careful owner tripping over a dog or a dog getting his tail caught in a door. Look for things like weak or sick animals, animals that show signs of being beaten or animals that are left alone frequently and for long periods of time. These signs point to real neglect.

    Ask Your Vet

    • If you think that animal neglect is taking place and you aren't sure who to contact or call in your region, ask your veterinarian. Vets work hard to ensure the health of animals and don't take abuse lightly. The American Veterinary Medical Association has a code of ethics and guiding policies that instruct all vets to take appropriate measures to prevent animal abuse and neglect, so any vet should be happy to help and will tell you who to contact.

    Contact Animal Services

    • If you need to contact someone to report animal neglect and don't know specifically who to call, you should call any branch of an animal protection agency. Look for local numbers in your phone book for the American Society for the Prevention of Cruelty to Animals (ASPCA). They will be able to direct someone to take the appropriate action to investigate the matter and to ensure that the pet is not neglected any further. The PETA website also has an all-purpose number that you can call to report animal cruelty. They will then contact the appropriate authorities to have the matter investigated.

    Immediate Danger

    • If you feel that an animal is in immediate danger, such as if you suspect that dog fighting or a similar event is taking place, then contact your local police force. Abuse of animals is illegal. The much-publicized trial of Michael Vick showcases the penalty for crimes such as dog fighting and animal abuse. If you suspect an animal is about to be injured or killed, contact the police immediately.
