Discipline and praise the puppies. The puppies will learn from each other's bad habits. When one puppy urinates on the floor, the other will most likely do the same. Make sure you verbally discipline it. When one does something you approve of, verbally praise it. The other puppy will learn from this.

Crate one puppy at a time. When one urinates on the floor, crate the one that made the accident for about 30 minutes. When you use the crate for other purposes, such as when you leave the house, you can put the puppies in the crate together. It will provide them comfort.

Clean each accident spot with enzymatic cleaner. Urine or feces from one puppy will prompt the other to eliminate on the same spot.

For the first few weeks, take the puppies outside individually to relieve themselves. If you take the dogs out together, they'll be more hesitant to listen to their owner. By establishing a relationship with you one-on-one, they are more likely to listen to you.

Take them to the same spot every day to go to the bathroom. Make sure to verbally praise and pat each one after it has eliminated. Both puppies will need to go out at least every 2 hours.
