Frames

This idea can be as simple or as elaborate as you'd like to make it. To make it extremely simple, type up, or write out in fancy hand writing, a poem about dogs (see References for some ideas). Frame it with a frame made by you, or purchase a frame decorated with small craft letters and page pebbles.
For a more complex presentation, add a picture of the person with their special dog, a picture of the dog, a silhouette of a dog or any of your own personal drawings of dogs. You can use it as a background, or you can experiment by placing it in different places on the paper. To make it look even more festive, think about framing the picture and poem with matte paper or using different textures or colors of paper before placing it in the frame.
Pottery or Plates

Most towns in the US and Canada have stores where you can purchase pottery, then paint it, store it and pick it up a few days later, when it is dry, with a nice glazed finish. Think about painting a plate or dog bowl with a poem about a dog (either picked from the References or one you've made up yourself). If you're really artistically inclined, consider drawing a picture of the person's dog above the poem.
