Leave the area of the suspected abuse without buying a puppy as soon as you can. Keep in mind that Bichon Frise puppies should not have cropped ears or docked tails. Although Bichon Frise dogs are small, they should not be living in stacked crates. They need solid flooring, as wire floors cut their paws.
Write down a detailed description of what you saw including the date and the time.
Contact your local police department. Animal abuse is handled by different agencies, depending where you live. If where you live has an animal control department, contact them.
Get a notebook or computer disc to record all of the events you witness at the Bichon Frise suspected abuser's place.
Keep an eye on the place where the Bichon Frise puppies live. Maks ure the owner is taking care of the coat. Although a white coat is often yellowish, it should not be matted. Matted coats count as cruelty. Use binoculars if you have them. Add entries in your notebook or computer file. Although it will be hard, try to stick to the facts and leave your personal musings out of it.
Keep a relationship with the officer assigned to the case. Show them your notebook or put your computer file on a disc. You may be called on to testify as a witness in a court case. The odds of going to court are very small. It's easier for people to just surrender their dogs. The officer can then tell you which shelter took in the puppies.
Contact the shelter that took in the Bichon puppies to see if you can adopt one. You will need to fill out lots of forms and have your background and home checked. The average adoption fee for a Bichon Frise puppy is about $150 (US).
