According to Chapter 9.04.040 of the San Bernardino Municipal Code, no person shall keep or maintain more than three dogs or cats over the age of four months within any one single-family dwelling. A person may keep or maintain more than three dogs or cats over the age of four months only after a kennel permit has been obtained.

To obtain a kennel permit, you must submit an application to the San Bernardino County Department of Animal Care and Control. The application fee is $100. The application must include:

* The name, address, and phone number of the applicant

* The location of the kennel

* The number of dogs or cats to be kept

* A description of the kennel facilities

The Department of Animal Care and Control will inspect the kennel to ensure that it meets the following requirements:

* The kennel is located in a residential zone

* The kennel is at least 100 feet from any other dwelling

* The kennel is at least 100 feet from any public street or sidewalk

* The kennel is at least 10 feet from any property line

* The kennel is constructed of materials that are strong and durable

* The kennel has a roof that is weatherproof

* The kennel has a floor that is made of concrete or another impervious material

* The kennel has adequate drainage

* The kennel has adequate ventilation

* The kennel has adequate lighting

* The kennel has a water supply

* The kennel has a food supply

* The kennel has a shelter area that is protected from the elements

* The kennel has a secure enclosure that prevents the dogs or cats from escaping

If the kennel meets all of the requirements, the Department of Animal Care and Control will issue a kennel permit. The permit is valid for one year and must be renewed annually.
