Why do guide dogs needs to keep a watchful eye on other people in crowded places?

Guide dogs do not need to keep a watchful eye on other people in crowded places, that is _not_ part of their job. Guide dogs are trained to assist visually impaired individuals with navigation and obstacle avoidance. They are focused on their handler's needs and well-being, and their attention is primarily directed towards helping their handler safely and efficiently navigate their surroundings.
