Brush the cattle's hair. Doing so stimulates hair follicles, and can increase hair growth modestly. Use a soft brush to brush hair, not a comb, because a comb can irritate the skin and cause hair to fall out if overused.
Blow dry cattle hair. Like brushing, this helps stimulate the hair follicles. Blow drying will help train the hair, promoting growth.
Feed the animals with certified calf feed rather than pure corn. The corn can slow hair growth. Visit a feed store or consult a veterinarian to learn which calf feeds are best for your breeds.
Bathe the animals often. Dust, dirt and oils retard hair growth, so removing these through regular washings--once a week or so--will help stimulate hair growth.
