Make sure the stirrup leathers are securely underneath the bar, and make sure the locking mechanism is in place. Pull the stirrup leather through the hole in the top of the stirrup.

Adjust the stirrup to its proper length and place the prong through the hole to lock it in place. Repeat the process with the other stirrup, making sure that both stirrups are adjusted to the same length.
