Buy enough panels to make a round pen that has a diameter of approximately 60 feet. A round pen should be large enough for a horse to feel comfortable.
Find land that is flat and even. Rocky, uneven ground can be dangerous to the horse and any humans inside the pen.
Attach the temporary panels to one another. There are a few connecting options: clamp and bolt systems, chain systems or pin systems. Which type you choose will determine the way you connect the panels. The chain system is the fastest option, but it is also the least stable. The clamp and bolt options take the most time to put together, but are the most stable.
Fill in the ground with layers of rock, rubber and sand or wood shavings. The top layer should be sand or wood shavings to ensure that the ground is soft. The rocks on the bottom layer provide good drainage. It is possible to use only sand, but that can cause problems with drainage.
