What age do budgies Ceres turn blue?

Budgies do not have Ceres, they have cere.

The cere of a budgie can change colour as they age. In general, the cere of a young budgie is pinkish or white, and it gradually turns blue as the budgie matures. This change usually starts when the budgie is around 3-6 months old, and is usually complete by the time the budgie is around 9-12 months old. However, some budgies may take longer to develop a fully blue cere, and others may never develop a blue cere at all.
